Hello DiaborMagics, I see you are caught in an ethics debate. It comes down to a problem created by protection laws within your nation and compounded by the definition by those who are forced to support it. I don't know if there isn't a nation on Earth that hasn't played the board game Monopoly. The game itself could be viewed as promoting gambling, although you use fake money, and only pretend to invest in properties and real estate. Random dice throws are used to collect revenues from players randomly landing on properties.
Here in the US, we have casinos regulated by the "State Gaming Commission", notice the word is gaming and not gambling. Each of the 50 states has it within their office to restrict and control gaming. Casinos are allowed only in some US states, others like Tennessee for example, only allow gambling for non-profit. Many states don't allow and attempt to restrict online gaming. Since the internet providers and cell phone companies don't restrict this data based on locality the online gaming is almost impossible to block on a state by state basis.
Personally I am one against these "self protection laws" if you don't have the sense God gave you to wear a motorcycle helmet, why should I stop you? Politicians make these laws up to control the masses and make money from those who disobey. It is just that simple, freedom is only one person on a desert island, alone and isolated you have freedom. Add one more person and someone starts making rules and laws for the other one to live by, such as, stop using the coconuts as toilet paper. In the end, it is an ethical debate.

It's been bugging me for quite a while because a chunk of the playerbase is being left out when it comes to basically free things. These silver-costing items do not cost real-world money, so I hardly think they would be breaking the law (or else the entire game would with all of its RNG). Is the only reason for them being unavailable because they are in the pearl shop? If so, just add them to an NPC in-game, since they cost silver.

Because your government is doing its job in protecting you from predatory gaming companies "gotcha" box dynamic. Trust me they are doing the right thing by banning blocking this there.

As another comment, about the legal systems around the globe, I can only tell you the US allows this to happen because we have a corrupt system. Game companies rake in billions in revenues and they legally bribe the senate, legal bribes are done by lobbyist. One who frequents the lobby or the precincts of a legislature or other deliberative assembly, with the view of influencing the votes of members. They buy votes.
Electronic Arts went before the UK version of the senate and said their lock boxes were not gambling, they were "surprise mechanics" and they agreed to this, most likey because EA sent lobbyits in to pay them ahead of time. Due to this corruption in our systems, we don't have fair representation of ourselves in public office. Someone on earlier pages told you to vote for "other policitians" well this never works, because no matter how honest and trustworthy these people enter into office, they all become corrupted by the money makers.
Once more, I don't support "self protection laws", people need to use common sense, govern themselves, and be part of their family unit in many facets of life.
