Can we still get this the Bubbly Diving Suit? I take it from reading various articles this was an event only item?

Starting a petition for new, returning and current players to be able to get the Bubbly DIving Suit through MQL or just a quest? Maybe offer it as a reward for the "New Seal" that will be coming next update.
