you have not done anything wrong :) jetina does have the mission for you, be sure all quest types are turned on, and you are clicking on the 'quest' button, NOT the 'main quest' tab. if you have already gotten 1 outfit from her AND you have enough seals, you cannot get another outfit. that mission is 1 time per family. hope this helps!
