What part of skill counts as "During the skill" ? Because for sure none of the part is counting as "During the skill", how long its even lasting ? If skill have ~1second animation why "During the skill" last 0.00000000000000000000000000000000000000000000000001 second ?

During the skill means during the entire duration of that skills animation. Except when it doesnt :)
