I feel like there are two issues at play here and both need to be addressed.

1. Lack of an Adequate Reporting System:

Currently there is only a report spam button which does nothing and even if it did the judgement of any restirctions would be based upon "spam" criteria and not harassement, trolling, or anything else.

The current workaround for this is to create a ticket from the website and enter all the valid information required. However this workaround can be very ineffective and inefficient as to accurately report somone you must find and copy what they said in a quickly scrolling chat; or can be abused by typing in something the person never said.

Suggestions:

Change the "Report Spam" button to "Report". Clicking this button will automaticaly:

1. Log the name of the individual (you clicked on to open the report) as well as the time, date, chat group, and the text they typed.

2. Open a Chat Report Ticket that contains all the chat rules in a numbered list at the top, as well as the information (previously logged in the step above) automatically filled out below in an uneditable block. (This gives the reporting individual the opportunity to review the rules and determine if the information logged by the system is actually in violation of those rules).

3. An additional information block below, where the reporting individual can designate which rule/s were the believe were broken and enter further context or situational information.

4. If needed an additional detrimental measure could be implemented for false or spam reporting such as chat suspensions.

2. Designated New and Returning Player Chats:

The current system fails to take into account that new and returning players are not the only ones who have questions. The timed nature of the current system fails to ensure players with questions can reach experienced players who would answer those questions in a constructive manner. The second failure is the lack of control in ensuring the quality of the answers players recieve.

Suggestions:

1. Whichever chat is chosen as the designated Question and Answer chat must have a Pearl Abyss employee moderating it at all times to ensure compliance with the rules governing the Q&A chat. This should not ever be moderated by the players themselves.

2. The rules for this chat should be stricter than those of any other chat. It is only for asking/answering questions about the game and should not be seen as a social or advertising channel. Infractions should met with immediate suspensions.

3. The timer needs to go. Players at any stage should have access to this for both the purposes of asking as well as answering questions.

If the three measures above are implemented correctly I believe such a chat group would greatly help the community. Experienced players who enjoy helping others in constructive ways would be drawn to a chat that allows them to do so when such a chat is protected from the scams, spams, and general trash talk of other chat groups. It would also allow players new or otherwise, who might have outstayed the ambigious timer, to quickly hop in and ask advice of those who would gladly help. No player hops into the game and suddenly gains all game knowledge at the end of a 30, 60, or 90 day timer; why does PA treat them like they do?

I am an eternal nublet in this game so take what I suggested above with a grain of salt. They are, like anything else, just my opinion so feel free to pick them apart, add to them, twist them etc...

the issue with that idea is, that many people (me for example) wouldnt want to sit in a chat to keep spamming "boss order kzarka karanda nouver offin kutum bosses spawn on all servers except olvia and arsha and share hp" or other well known questions that keep repeating, without being able to use the chat to socialize.

Chat can be improved if you can hover over a player or add whisper to the menu above players - to whisper/chat to them, and also use a translater if need be like Google translate does?

Also I have played the game alone for some time now  about 3 days and level 30, and its really gruelling when no one answers me when I try chatting, I struggle to find parties and a active giuld that from UK?

I think you need the system built around making friends, the way mobile phone mmorpg work - allowing poeple to find friends and send requests based on skill or levels....and also to create parties via a generation system that searches for playes that are online...

Finally theres too much spam from system on the chat window, remove that spam but keep its history so it can bee seen elsewhere, and keep use the title comment that showsup  top cnetre fof the scree for system messages; btu I thought this all could be done anyway - so are players to engaged elsewhere to do this, not lazy?

Now I need to thread about ship building - because im disgusted I can find a ship years above level 1 - this has been this way for years!

There is in fact a party finder in the escape menu and by experimenting with the settings wheel at the top left of your chat youll be able to turn some stuff off you dont want, but i agree with your base idea of it being very confusing to find and not really easy to understand right away, i think a platoon finder button like on season servers would go a long way already.

Oh right and under g you can search for guilds you like and apply those shown reset daily.

First of all, we hope you'll understand our late reply to your suggestions, but we wanted to make sure that our actions were ready instead of simply sharing our plans, which took a while to ensure that everything was done by the book. 

 

As we announced in the "Amendments to the Operational Policy" notice on January 5, we implemented changes to our Operational Policy that would allow us to better moderate our in-game chat groups. 

 

These changes went live as of February 8th, and starting today, we will be actively enforcing chat group penalties for messages that do not follow our guidelines and subject matter. Quick update, some people in chat are still kinda hostile towards new/returning players and some adventurers with fancy icons (they have plenty of likes), aren't always helpful and sometimes flood chat with their favorite RP'ing stuff and things that don't matter.

Still saw and see ads once in a while from random new accounts.

There's no proper way of reporting players for disruptive behavior on chat, as I've seen multiple times some players bringing very controversial topics, making chat go nuts and the rest is history.

There's also some specific people in chat that just don't say anything of substantial use ever, ever, ever, yet, they keep their likes and are still allowed to chat in a supposedly "newbie friendly chat".

I'm not particularly free of saying things that don't matter, but I've learned to stay quiet and if I want to talk about random things, there are other places to do so. Group chat (the one I am usually in) is not exactly the best place for political, religious, discussions or any other thing that isn't related to Black Desert.

Many new and returning players ask questions in chat, and sometimes they are ignored because the fancy adventurers don't see them because of the flood of random gibberish. It's hard to moderate a chat like that, but if maybe some people were silenced, that would send a warning to others to remain silent about certain stuff. Just my thoughts.

I wouldn't want to see these sort of topics censored in any way or form, since I believe that freedom of expression is very important for the lives of us, but maybe not in a purposefuly newbie friendly chat.

These are just my observations from a few months of concurrent gameplay.

It's nice that the demands have somewhat been answered, however I think it would still be much appreciated if a more in-depth chat report feature was implemented.

There's still an issue arising in e.g. server chats (looking at EU Mediah server chat here, dunno exactly how bad others are) where people just spew racist/homophobic etc. stuff with seemingly little consequences because it's pretty much always the same names that you see saying such things, often trying to get a reaction out of people for the sake of trolling.

And while yes, you can block those people and you won't be dealing with their shit anymore, is this really what you want the "unfiltered" chat experience in your game to be?

That's why I think a button that's more specific than just "report spam" would make moderating chats more efficient.
