You should really look at the numbers for Wizard/Witch. The only class they are above 100% are their own class. So the only time they are above 100% is when they fight another Wizard (or Witch as a Witch) and the others are in the low 80's or high 90's. Oddly enough Dark Knight is in a similar boat with only vs another DK goes it go above 100% and her lowests are in the high 70's (vs Mystic & Striker) to highs in the high 90's (16 so essentially most classes vs are the 94.16%). Then you have classes like Warrior (who takes up 1 of the 12 top player rankings on the Arena of Solare announcement from PA on 1/16/23, Sorceress (takes up 1 of the 12 top player rankings slots on the Arena of Solare announcement from PA on 1/16/23), Musa (takes up 1 of the 12 top player rankings slots on the Arena of Solare announcement from PA on 1/16/23), Maehwa, Valkyrie (who takes up 1 of the 12 top player rankings on the Arena of Solare announcement from PA on 1/16/23, Kunoichi (takes up THREE of the 12 top player rankings slots on the Arena of Solare announcement from PA on 1/16/23), Guardian, Hashashin (who takes up 1 of the 12 top player rankings on the Arena of Solare announcement from PA on 1/16/23, Nova, Ninja, Sage, Dark Knight (takes up THREE of the 12 top player rankings slots on the Arena of Solare announcement from PA on 1/16/23) who are all 1-3 below 100 vs other classes while everything else vs is the high 100's. There is a good reason why shai have it so low, her abilities work differently than other classes due to extreme amount of hits they have, and it would be extremely broken if she could actually deal damage.
Yeah PA could rework it and/or balance it properly, but we all knows they are way too lazzy for that, so this is just a bandaid fix, also muh lore and class identywhathewer.

IDK why you compare things to top 12, like 12 would be a special number that would mean anything, especially that class modifiers have not much to do with AOS. The top most abused class in the top100 last season was musa, and with an extremely large margin yet his modifiers aren't really noteworthy.

If you are not a caster attacking a shield or gauntlet class then class modifiers hardly change anything. Modifiers that are less than +-10% difference to 100% might aswell just be deleted since they are too insignificant to change anything as ppl overkill each other by a large margin anyway.

I do agree. But Shai ones needed a touch, its simply too low currently.

compared to single target classes or which can reach 2/3 players at most

As someone who works in Game design. This sort of balancing is completely untennable.
As most of you guys knows MMO's are extensions of a classic RPG like systems. There are many different permutations and one such system is the obvious Fighter, Rogue, Wizard. BDO has this divide and doesn't seem to actually respect the trifecta these roles generally encompasse.
Classes are usually balanced around this trifecta. With subclasses being extensions of those mechanics. Rock paper scissors if you will.
Caster/Wizard: Very High damage. Low defense. Requires good positioning.
Fighters/Warriors. Good general Mobility. Good defense. Good damage. The every-man who excells with mastery.
Rogue classes. High mobility and dextrous. Very High damage if left unchecked and must be in the ideal position. Low defense though.
The problem with BDO is that the class mechanics are essentially independent of this classic class balance. Woosa is a caster but Short range. Striker is a Fighter with Roguelike movement and Tank Defense. Sorceress is a caster with Roguelike attacks and convoluted and stunted mobility compared to Most of the new casters. BDO is a mess.
So why on earth are they balancing as if this classic Rock paper scissors idea still exists? Because it was thrown out a long time ago along with the bathwater. Especially when they keep adding classes that break the paradigm even further. It doesn't make sense to give blanket damage percentage and its also overly complicated for the Participant in the game. How are you supposed to know how a fight will go when half the fight is some pixels disappearing and then appearing up your behind. Why do so many classes have to do 7-10 things before they can do damage when a new class just presses 2 buttons? It's fairly clear they don't have a concrete methodology to class balance. But pumping out new characters is quite easy.
I agree that the damage modifiers based on class have to go. Because PA already threw out what Classes truly were a long time ago. Skills used by players should determine how combat works. If you want classes to do less damage to a warrior or a Berserker, it should be because the Warrior/Berserker have skills that reduce that damage. Not because the magical dev hand in the sky said "you lose 30% damage to this class because reasons".
can you please increase wizard modifiers so that we dont have any below 90% at least? thank you.
