I cant wait for the changes to take hold.
we will immediately see people making posts like:
"I have 5 people in my rotation and can't grind?! what do I do???"
its going to be pure comedy gold for a few weeks.

No, you won't. You'll go into Marni and be free of being griefed on most popular spots in the game for an hour, wasting time, buffs and mental health.

I agree. I think there will be an uptick of people invading the rotations of others for awhile just after the changes but itll taper off and return to normal. Instead 6 months from now when players realize they are playing a game where they grind solo, never speak to anyone, and spent 200 hours grinding for a necklace that cant even be used because of capped pvp content and monster zone ap caps they will quit. its just going to be a slow bleedout of players over time.

The Marni changes alone would solve the complaints about griefing altogether WITHOUT the dec changes.
No one wants to acknowledge the fact that if a guild was deadset about griefing another ENTIRE GUILD, its probably for a good reason.
Moreover, if the developers want to provide carebear islands for the people who don't even want the ability to be pvp'd, then make those additional servers and leave the rest as is. This would follow in the steps of their already existing Arsha(PVP) server.

When someone decides to harass you personally, it's wrong no matter how he does it. PvE included.
And some players perfectly knows how to be a nuisance without activating pvp. They deserve punishment too.
