What do you mean with "man hunt tournament". If you plan to find some players here, where like the new system and you plan to hunt them for a day. In koera players did this and got banned from the game.
So far the gist of it is that participants will be rewarded points for unique player kills similar to an older PA-hosted arsha event. Repeated kills won't provide any points, and kills on other participants will provide a singular instance of extra points.
Players killed will be informed of their addition to the tournament's kill list, and of course the motives behind it.
The idea being to both revive a bit of ow-pvp excitement, and to cause some amount of awareness among the general population as players go on rampages at hot-spots (presumably world bosses etc).
