Class balancing, split damage

Suggestions/Comments: I see a lot of class balancing, buffs while That is good. There has Not been a single touch to split damage,Max targets Specfically for PvE.. You shown you can Differentiate the damage class. IE PvE,PvP yet.. you leave every class shackled with this one goofy, redundant Flaw. Remove those caps from specifically PvE, you will see alot of "Underperforming classes" Suddenly be Really dang good. , If you wont remove them. Then reduce the split damage percents, Raise the count for max monster affected by any skill.
((I cant strss this enough I would Like this for PVE NOT PVP))
