So I tagged a character and was looking at outfits as I wanted to put an outfit on the character. I realized for a premium outfit it is 3400 pearls. I am trying to remember, but didn't it used to be like 2700 or something like that? Did they raise the cash price of outfits when they did the cron increase? Seems kind of silly you have to buy 40 dollars worth of pearls to get a costume. 

No. Outfits without weapons are 2200 pearls, outfits with main/off hand are 2900 and outfits with awakening weapons are 3400 pearls.  As far as I can remember, it's always been like that.

I agree that's too expensive, especially since you need VP/Merv's Palette to dye them on top of that.
