As it seems currently the Guild staff Role can promote members to officers and demote officers to member, but they cannot renew the guild contracts of said officers.

So in regard of renewing a officers contract as Staff you have to
(1)first demote the officer
(2)give a new contract
(3)promote back to officer

For our guild this seemed like a bug, and its 100% reproducable.
