Prince Bareed III is also missing for me as well. I wonder if it has to do with the update today. Hopefully it's fixed soon.

Had this issue myself, fixed it though.

I'd started the Ulutika questline, which presumedly moved Bareeds III. 

Forfeited Ulutika quest, then forfeited and reaccepted the bugged quest.

Moved back to Altinova, Bareeds III was where he was supposed to be and I was able to proceed.

I have the same problem, I tried cancelling the Ulkita questline, and then when I redid the Mediah questline, Bareeds book appears then it's gone. Quest is bugged on this toon 1000%. Might have to do it on one that hasnt even started Ulkita.

I has been 2 days trying discover WTF whas happening.

Is like, when I change to other server I see his book, but after 3 secs it dissapears. Nothing more I see. whell, yes, only his shade

Figured it out.

If you started the Ulukita questline, it bugs the Mediah questline. Therefore you would have to complete the Ulukita first and then go back to finish the Mediah questline. If forfeiting both quests do not fix your problem, try completing the Ulukita first.

Okay please fix this, I should not have to go all the way across the map to a different region to complete a questline I already completed to have to do one of the main requirements for the goddarn hammer cuz I already did this.

Please fix your game, this makes no sense whatsoever none at all.
