Characters you're not using should recover energy a lot faster

Suggestions/Comments: There's not much left to be said, I believe. Every character should recover energy every 3 minutes, regardless of whether you're using it or not. Hell, I'd be down even for the charcters you're not using to take 6 minutes instead of 3, but it's currently overkill. For example, I don't remember the exact numbers but just yesterday I recovered like 4 energy on a character while the one I was playing on got about 26. Might be missing something important, but as far as I'm concerned we deserve better than this.
