They are usually released with fallen god armours so that players that have c20 can extract to c10 and upgrade with out caphras loss, weapons would be the next to be release and currently there are rumours that only pen blackstar will be used. So if the new weps use kzarka dande etc yes if they dont then we wont get it.

The thing is, we wouldn't know about that until it was close by. Arjstaples is on the right track I think. What I will say is, don't put your armors passed caph 10, and only work on Kutum and Nouver for caph lvl 19. Kutum will be obselete in the future if the new weapons only involve Blackstars so bear that in mind. Outside of that, don't worry about caphs unless you are making the chaotic stones to upgrade the FG armors. Just keep the Ancient Spirit dust you get from grinding, and then keep a stash of a few hundred caphs for the chaotic stones! You will be all set!
