Tonight I was doing some low budget quests in Heidel, Bothersome Rabbits, Snapped Kite, Lazy Soldier, etc..  When I did Lord's Trouble, I kept hitting the notes as they fell, but they were nowhere near the bottom.  There seemed to be a bit of latentacy there, so I took the show on road and left Heidel for the farms to the south and was able to complete the quest there.  As luck would have it, you don't need to be anywhere near the city to complete the quest.  I assume the players all busy training those horses have the latentacy for the game a bit high.  Normally I don't have this issue, I hope this helps.
