Hi, I wana share some criticism of this event.
I get that you put an effort into the event. But I find myself befudled examining the effort, time and currency one needs to put into completing one PEN enchant.
I used to enchant a lot. My gear on deleted account was full TET BS and all TET accesory. All enchanted by me. I had lots of fun, because I quickly find out, just how much cheaper it can be to enchant (in case of TET BS or TET acc particularly).
Sometimes I played longer, but in majority of cases I loged in to pop agris fever with 1 hour worth of buffs and grind. I had constant flow of couple hundreds mil, but it was rather casual level of income.
Compared to your PEN event, I was able to upgrade my gear infinitely faster. Then you can't even modify this gear except the reform stones. Meaning I am locked to farm location dropping black magic crystal, which I have no interest whatsoever atm. or wait to buy it on market, more forever yes. And I have plenty of income to be enchanting gear to PEN, but I can't.
So I end up quickly looking to replace this as soon as possible. Talking to guildmates, they are in exact same scenario, replacing it for live TET pieces. And don't mind me, I'll be over it in no time, I just wanted you to know, that you aren't givin away anything at all. On contrary, using event method to upgrade gear to PEN will take significantly longer. Imho the biggest factor is abundance of black magic crystals, and their drop rate should you choose to grind them. You miscalulated in that part.
I can see why would you be so reserved about how difficult it is to acquire PEN, but you are waaay off. BIG TIME.
I just wanted you to know. You aren't doing us a favor, the event is failure and best to be avoided.
cheap 100% pen

You are still able to try getting RNG carried. And still able to purchase PEN by saving silver and buying from CM normally. This 100% PEN is completely optional. Do it, or don't. Heck, prices of PEN dropped dramatically in NA recently. PEN Muskan's and Leebur's are going for, like, 11-12 bil right now. Urugon's, which were around 18-20 billion a couple months ago, has recently dipped below 15 bil (base price). So it's even easier to buy straight up right now. You can always try getting RNG carried too! No one is stopping you, if you can get full PEN + TET accs quicker by enhancing, go for it!
You aren't getting anything for free. Can you recall that one in-game title that says, "NO ITEM FOR THE LAZY"?
:)

I thought they meant, they got the gear and didnt realize they wouldnt be able to tap the reform gear if they didnt want to collect the materials. So I thought them saying they're looking to get regular tet boss gear so they can at least tap it. Or did I misunderstand that? : )
The gauranteed Garmoth heart was better, you had 12 (15?) quests you had to do before you got the Garmoth heart with mini steps along the way.
Better? Where?
You need pay for that heart 80% of its market value and grind hundreds of hours on a non-playable zone: Turos to drop 50 hearts.
Probably for over 90% of players this way of getting Garmoth heart does not exist.
Cho say?
Making Magical Shards Happen! event has started.

:)
What I meant, it takes much longer than the regular enchanting. Which kills the idea behind this event. That's all. I doubt I am gonna use it on more than 1-2 items. But I thought devs should know it doesn't work as itended.
Now as you can see in this new event, they addressing what I think is the core problem of why it doesn't work as intended. Them Magical Shards. This new event seem suficient, will see how it turns out.
