BUG Questline - Crio and Sandfish and Winter Questline

So when you start a new char and start with the Winterquestline,
you cant go to Velia and do the invetory questline for "Crio and Sandfish" cause the pre-requesite is "Basic Fishing - A fishing rod" and you can NOT accept this quest while in the
Winter Questline. Which makes no sense and shouldnt be a thing.
Why shouldnt you be able to accept a simple quest just because you started a main-questline on the other side of the map!
Either get rid of that pre-requesite or not make thise "Basic Fishing" a main-questline quest that interferes with the "Winter MainQuest".
Just want to do that simple fishing quest to get +1 inventory slot for my new char and I cant.

if you finish the winter quest line then you can do that quest i done it after finishing the winter quest line
