Maehwa sub weapon is there any hope

I play succession and really like the skills overall except for one thing.
The bow is completely useless for one reason. It can't be used spontaneously which doesn't match the fast moving playstyle of the class. Everything can be woven together nicely but when the bow comes into play it's just plain not happening. The idea of having to "wait" for an arrow to use might as well be the same as saying just don't use the bow. I feel like whoever made this decision decided they wanted to make the sub weapon unusable.
To me this is really unfair because as much as I want to invest in a sub weapon, I feel like I'm not allowed to use it. My Kuno can spam kunai all day long and weave skills as much as she wants to. Maehwa being rationed arrows is just ridicules. I am really at a loss over this complete lack of logic. Can anyone explain the benefits of this , or are there any ?
