The rental horse can be used as much as you want, but after 5 minutes of dismounting or if you change characters/disconnect, the horse will be returned to the nearest stable.
The rental horse can be acquired in the following cities: Velia, Heidel, Glish, Keplan, Calpheon, Altinova and Tarif.

it comes it basic skills (sprint, instand accel, drift) , you don't need gear on it etc. Basically it's a "free to use" horse that you can use if you currently do not have a horse available

This feature is mainly intended for brand new accounts that do not yet have their own (better) horses to use. Of course your own horses will always be better and faster. But until you have one, you are free to use these temporary horses you can spawn from any stable keeper in major cities (as listed by Cadry).
Another advantage is that your own horses are at a certain stable, and you have to transfer them (or run yourself) to that specific stable before you can take them out and use them. While these traveler horses can be spawned everywhere. They will disappear after 3 minutes of being unused, or killed in some way.

Interesting..... why not just make the horse you can buy from the stable have starting skills as a t1?????
