Loot scrolls are considered mandatory by a lot of people in grinding these days and the pearl value of loot scrolls gets artificially increased by always being gated behind other pearl "deals" such as moon books or kama buffs.

You can pretty much already buy loot scrolls in the pearl shop through these deals, but you often end up with items you don't really want at the same time. At this point, the scrolls should just be able to be bought individually.

Well it's kinda their point so you buy the other crap aswell and spend more. This is called marketing and they do it on purpose.
