Could tie up the developers on functional issues or tie them up on cosmetic issues.  I'll take functional.

I think the problem is that you think they can only work on one.

I believe they can look into multiple issues, no need to pick. And recent FESTA is the proof of that.

They're also a "small team"...

I agree that the trousers-allergy epidemic does seem rather concerning, although the proposed treatment sounds more like a band-aid than a permanent cure for several reasons:

primo, I can't imagine any one article of clothing which would universally fit any and every outfit as a replacement for adequate pants, no matter the dye, fabric or embroidery; I'd suggest giving the female version of the attire in question the male counterpart's leggings (as a choice akin to, say, the Squall/Calm variants of the mystic's Sapphire Storm set) to both preserve the artist's vision, visual consistency, and the sought-after coverage,

secundo, some outfits hide worn underwear to prevent mutual interference, be it for reasons of clipping or keeping the style intact, which would seemingly require its own tech disconnected from the already present Hide Outfit on the underwear slot to allow the faux-pants to override this feature at the player's discretion, which ultimately sounds like a lot of headache for a relatively minimal gain (...if an important one, as I can't in good faith argue against more options, can I, save for the aforementioned preservation of the artistic vision),

tertio, quarto, quinto... nada, the enhancement levels' inconsistent naming scheme has simply always rubbed me the wrong way.

As I'm browsing the various classes' outfits, however, there certainly are instances where something as simple as the sorceresses' default underwear would be perfect for changing the overall look to a more conservative/functional one.
Meaning I wouldn't oppose Aramnida's original suggestion but rather add to it.

All in all, I highly doubt there'll come a time when I wouldn't be ready to die on the hill of claiming that (human) women are one of the most beautiful sights on Earth, dancing or otherwise, proudly acknowledging my own racial biases towards the subject in all its multifarious wonder.

And yet, unveiled skin, as primordially enthralling as it tends to be, is to the eye's taste not unlike what spices are to the tongue's: a proper chef would seldom put everything everywhere all at once, instead they'd add just the right ingredients in just the right amount to a dish in order to pique the beholder's interest, inescapably captivate the senses, and completely encompass the audience's entire existence for that briefest of moments of physical experience, confidently bidding them farewell with an aftertaste already evoking excitement for a reprise.

What can I say, my first chai latté has left a profoudly deep impression on me.

That being said...
Stage one: Halloween '23 in full swing.
Enter, stage right: A grinning spirit of the blackest black, eyes as red as a pool of crimson on a snow-laden field. Alongside the creature, there floats a mysterious container...
a box of boxes,
a chest of chests,
a gift of gifts! Slowly, it breaks open, revealing...
[All (female) Classes] Heled Outfit Set! and/or [All Female Classes] Shadow Arena's Hexe Marie Outfit Set!

If you're not dreaming big, why dream to begin with.

Still, cheers to use of pantaloons,

breeches knitted large and small,

legwear one and legwear all!

I agree so much. The costumes and their revealing qualities was one of the first things I noticed in BDO and many of them made me uncomfortable in the sense that I could not imagine doing acrobatics (fighting, basically) wearing any of that.
Lately, PA has given us a few options with pants with the new costumes, which is great, but I think having leggings or shorts of some kind would give players another option of designing their characters.

I've painted over some screenshots in a way similar to how leggings underwear would look like.

I think this would work nicely in black as well, but I wanted to imitate the male version. If you look at the male leg, you can see that the fabric folds over into the boots, which looks like thicker fabric, but that would require an adjustment to the 3d model of the female. Leggings, do not :D

Since a few people mentioned it: Shadow Chaser. Again, I tried bringing it closer to the male version, which already has pants. Next edit, I will draw a warrior in tights.

And another option for underwear which might make some more athletic outfits more wearable, I drew some shorts into the Makalu Outfit, which I really like for the colours and the details, but this bathing suit like attire for martial arts... not my thing.

As many people said before, for this to work, many costumes that currently hide all underwear or the stockings part would need to be changed, but I think making underwear that can make outfits more modest is a great solution to both kinds of players. The people who enjoy the leg show can just not buy this kind of underwear, and the other people, who do not want to see their character's butt a lot, can use that.

This is perfect! Great editing skills!

My Lahn is supposed to be a serious Wuxian protagonist but shows so much skin and wears only big heels. Makes me sad!

I am waiting for Leggings for years now. The just need to make a layer that is basicly the same as the character skin. It wont clip, it just will be a layer that can be colored. Basicly like a full lower body tattoo. I "fixed" quite a few costums with black Tattoo overlays, but there isnt one that covers everything I want.

I think it would be minimal work to design it as a pearl underwear or give us at least Tattoos that cover more space so we can basicly ajust it where we want it to cover up skin.
