BSR attacks are as follows for the entire cast:

Unique BSR attacks ranging from 10% to 200% usage attacks in both variations for each class.

Warrior has 11.

Ranger has 11.

Sorceress has 11.

Berserker has 12.

Tamer has 12.

Musa has 11.

Maehwa has 11.

Valkyrie has 11.

Wizard has 11.

Witch has 11.

Ninja has 11.

Kunoichi has 11.

Dark Knight has 10.

Striker has 10.

Mystic has 11.

Lahn has 12.

Archer has 9.

Shai has 2.

Guardian has 11.

Hashashin has 11.

Nova has 11.

Sage has 11.

Corsair has 11.

Drakania has 12.

Woosa has 6.

Maegu has 6.

So here we see that shai has once again gotten the SHAFT. Why can't we just fix shai? why must I look at every single thing about this class and find DRAWBACKS???

Give shai a BSR 25%. Give shai a BSR 50%. Give shai alt BSR 100%.  Give shai a useful 200%. 

PA, please make shai a real class and not a joke. 

No one cares about the number of useless BSR skills a class have when most classes apart from a few have totally useless one while some have so broken that guilds literately abuse in NW.

What we need is this feature to be deleted from the game or atleast from PvP.

And this is why its so important to talk about it. 

Power imbalance is way outta wack and the implimentation of this feature in the game is just sucky. 

at least give Shai a 10/25/50% skill so we can get ppl of their horses too. Right now I kinda look stupid when somebody rides with a horse around me.

That list misrepresents the facts to show a negative shai bias that, in this case, does not exist (other cases like weapon tagging, awa weapon enhancing etc it definitely does exist, don't misunderstand). 

The imbalance is not "every class against shai". The imbalance is "awakening class versus mainhand-only class". 

All awakening classes, other than some special cases like drak, have 7 BSR skills. 2 mainhand BSR skills with 100% and 200% rage. 2 Awa skills with 100% and 200% rage. And 3 awa skills with 10%, 25% and 50% rage. 
All succession/ mainhand only classes have 2 BSR skills. While succession classes technically have the choice between their Absolute and Prime version of the skill, the prime version is by definition stronger so the choice is null. Succession classes do not have access to any 10/25/50% rage skills. 
Shai is a class that does not have an awakening weapon, and as such, does not have the option to have access to any awakening skills, including the awakening BSRs. There she is the same as any other class without access to awakening skills. 

I agree with the premise of your title "same bsr availability for all classes" though I would replace "classes" with "specs". 
I do not agree with your conclusion of shai being singled out for bsr skills. Due to her not having an awakening weapon, she is in the same position as any succ class. 

I would also like to know where you got the info that woosa and maegu somehow have 6 skills. Both of them have 4, of which only 2 can be effectively chosen, and of which 2 are objectively better in all points. 
Or that Dk has 10. Even if you count the 4 in mainhand (knowingly that only 2 can be chosen and an awakening class does not have access to the prime choices, I.e. no choice at all), it is still 4 + 5 = 9

Even drakania, who is a bit of an outlier due to her having a Hexeblood and a Dragonblood version of her awakening 100%, only has 10 BSR skills (again, -2 because awa classes don't have access to prime skills and you could not have the awa and prime version at the same time anyway).

90% of bsr are bad and of the 10% that are good 50% are bad in spots where monsters hit hard or apply wrong buff.

Remove 100 and below, automate Z buff keep 200 (maybe work a bit on it 30m cd seems too much but most complains come from pvpv anyways for like 2-3 op 200% rest are bad too)

Havin ultimate 200% skill is good idea imo.
