I want to know how many % of the active playerbase actually "suffer" from this "problem". I got a suspicion that its not that bad.
Im 301k and in hexe and i cant afford it for example. How much gear do you actualy need and not every1 will do elixir rotation and minmax their monster ap for the caps you have to keep that in mind too.
honestly they should remove these offhands competely. its most likely impossible to balance with them
IMO lock a crystal slot if you equip a green offhand, and lower the "special attack damage" to 5%, 10% is just too strong.
If the problem for PVE is because the areas are AP capped, wouldn't it just make more sense to remove the cap? People are using the green OH because they're capped even with them. Remove the cap, and it removes the reason for them.

We have that many AP caped spots cause ppl cry'd for t5 pets, so PA needed a another way to limit max money on certain spots.

Well, given how different classes make different amounts of money on each spot, that doesn't seem very viable, same with the reasoning behind AP caps to make high gear players go to higher gear places...
Just remove AP caps, and actually make higher gear places make more money than lower gear places, problem solved, but that's probably too much work for PA.
If they nerf it players will just quite. Newer players invested a lot of money in this as a good alternative.

You can use Nesser before hardcap, right out of season, for example. You can probably also use the greens in some scenarios - I dunno.
I do find it funny to say "a lot of money" and "need more ways to ketchup", when that money barely makes it to a tet Bs and the "more ways to catch up would just mean giving new players BiS gear for reaching level 62 or something, at how easy gearing is these days.
