[Suggestion] Rework & Repurpose "Elvia" Skills to be usable anywhere

Hello gamers, it is I, the Piag. I've been thinking about this for awhile, about how as more content is added to the game, how increasingly niche and more or less useless the Elvia skills are.
Elvia skills currently are only usable within 6 grind spots In the entire game. The potential of these skills are being wasted, IMO.
My suggestion is as follows:
-Remove the limitation of their use to the Elvia Weapon buff; Introduce a new method of acquisition via Completion of Barrier of Infestation.
-Add Elvia skills for both Succession And Awakening; Separate for both specs so we don't have another Magnus skill situation.
-Make them actual skills, not just generic "Super armor Big AOE damage" skills.
-Cater the function of these new skills to either a New Function that works with the Class's mechanics or something that does an already existing function on a different cooldown/animation.

It was suggested more than 2years ago, when they was added, that it's a stupid idea to lock a skill to a single spot. Now all those spots are dead, and surprisingly the devs didn't really cared so far.
As for your suggestion, while they should allow these to be used without weapon, they should not waste significant effort on them, so no new skills/succ version.

I don't really care that they do make a succ & awa version, but I would still prefer they do instead of not. The core of the suggestion is of course to let us use them wherever.
