why guild league gonna be limited to party up with guild mates only? why not just make 15 vs 15 random players with matchmaking system instead?

Hi, why guild league gonna be limited to party up with guild mates only? why not just make 15 vs 15 random players with matchmaking system instead? it will be hard to get 15 guild mates to play that mode whenever i want. not everyone has same free time in a guild. But if you want to promote Guild content maybe just make the participation criteria that everyone have to be in a guild to participate in the match.
