Cannot enter Magnus even with positive karma

Even when positive Karma I can't enter the magnus. i tried at 15k and 80k and both still don't let me in. Do i have to be maxed at 300k?
I also tried to change characters twice and restarted my game twice and still did not work.

I have 300k karma and when I enter magnus 10/10 times my game goes POOF!
