Event Period 

- April 21, 2021 (Wed) after maintenance – May 4, 2021 (Tue) before maintenance  for me that 14 Day but they tell me it 13 Days becuse i do not know what time they base this time on but that the time that show when reading the event

mmh sad to hear that.. why not keeping them for next charred rock event? should come again, you don´t think so? half year or so..

I am not sure what the issue here is. The annoucement clearly states the times. The times are different for event number one and event number two.

Event number one is "collecting the fragments via killing mobs or life skilling" and this option had ended after maintanance.

However, event number two  "daily login" has ended at midnight, so you were still able to get 3 fragments 

And even after the event ends, you are still able to exchange the fragments.

they do not say what time they are using they put a time down and because they do not say what the time is and being I am in the US the time are different all over the world being I am reading this as if they are US times then it would have had 14 day to run and being they move the Maint up 1 day from are normal one it cut it short.
