And as one who's suggesting the change, I can say : no, Arsha is not even remotely a beginning of solution. Let's work on the regular game. 

Why change the regular game?  Many of us are fine with the way it is?  Arsha was launched to address complaints about so called "karmabombing," so make the changes you need there.  Leave the rest of us alone.

Because the regular game is precisely the kind of game we're looking for, it only needs some tweaks and even devs said "karmabombing" was an issue, remember?

Between the incoming change of rules regarding pk and mob feeding, the infamy / sheriff system, the wardec rework, and devs stance, it is precisely the best moment to suggest this. Not to mention that it would be strange to have 2 types of pvpve channels with nearly similar rules. Arsha / regular, the difference is noticeable, but one type with bodythrowing and the other without... 

 

And Arsha had never been a solution, from the start. If one wants to play a regulated owpvp, suggesting a FFA channel makes no sense.

The regular game, AS IT IS TODAY, is precisely what the rest of us are looking for.  You already have 4 different types of channels - Olvia, Seasonal, Arsha, and the rest, so your point is moot.  Why should the rest of us be subject to the desires of a few vocal players who seek  a wholesale change to the game mechanics.  Arsha was specifically launched to address your concerns.  If you don't like Arsha, get that fixed.  The rest of us don't want changes to the current system.

Bodythrowing requires knowledge of intent.  DO you have proof that players intend to suicide?

Lol, your logical solution is to turn normal servers into the server you hate. Because that's what you are suggesting by nerfing the Karma system so PKers effect is absolute. It's at best twisted logic.

And when a guy decides to always stick to me on a spot and suddenly "worry" about my karma, I know his goal, you know? But none of that even matters, as the devs themselves mentioned that "karmabombing" was an issue.

How will it be changed?  We don't really know.  Let those changes go through and be tested before doing anything else.  Why add more, untested and among many of us, unwanted changes before seeing what the upcoming changes do?  It makes no sense.

What do you mean "worry about my karma?"  Is he stating his intent to reduce your karma?  If so, then yes you know the intent.  If not, then, no, you don't.

Devs stated that over 2 years ago before changes, and I don't believe they used the term "issue."  Also, the didn't describe what their concerns were, so we don't really have any evidence that they see this as an "issue."  We do know that they haven't done anything about it for 2+ years, so it must not be a priority.  Perhaps the upcoming sheriff system will be their answer.

However if he then refuses to adapt to the situation (eg ignoring general chat), he can no longer be considered ignorant of his actions.

Ignorance of the law is no excuse.  I know the Latin proverb quite well.  However, there is no applicable law here.  He is playing the game and has a right to go anywhere on the map at any time.  It doesn't matter what anyone says in general chat.  So, this does not apply.

If none of those are "real" issues, how come there are so many threads asking for PvE servers because of each one of these very issues?

because if its not "ohh please punish these people who are MAKING me go red" it will be "do something about these people ruining my grinding spots because I can't do anything!"   It never ends with your type, just constant whine whine whine. It's not the developer's responsibility to balance the players.

As long as the gear gap power is allow to exist at grind spots. There can never be better OWPVP rules. The Devs can either tell the weak players to kick rocks. Or the devs can tell the strong PKers that like to PK to solve their issue to go to the proper server, which is Arsha. Either way it's up to the Devs to decide who they want to cater to. If or not they want to run most of the players who stand no chance in the game off, to cater to the top 10% of PKers. (Note I don't consider PKers who go to lower end zones to grief weak players PvPers. Because they are not PvPers. They are griefers looking for laughs killing basically a unarmed target.
