I cant even take crates from warehouse, is there some quest to unlock it, or its bug?

My guess is they ignored the bug report on the global lab of not being able to move imperial crates to or from the storage.  My guess is either there will be as hot fix or it'll be corrected next Tuesday.  Just don't go overweight while packing them up or you will be borked.

If they could also think about imperial fishing... and readjust it for 1:1 seals in the meantime.

Quite a fun minigame to fish for event keys and then have to delete fishes one by one from your inventory, even if its just yellows.

Yup, cannot move creates from storage, you will have to pack them yourself as of now.

I agree that imperial fishing delivery is another huge problem, I don't see how fishing should be restricted for tagged characters, it is not like you need to move them like normal trade items on a wagon. 

i mean the note clearly says that u can turn them in, not that you can take them out of storage /s

probably just an oversight that will get fixed very soon
