So now with the new crystal changes C20 Kutum and PEN Blackstar off hands are completely useless in PvE. Given the ap cap in grind zones that can easily be achieved, without them the 10% special attack damage is more valuable as in PvE you can have non stop Crit/Back attacks. The pictures below are examples of gear and their stats in grind zones.

C20 Kutum is roughly 80 billion silver

PEN Blackstar is roughly 120+ billion silver

Green off hand is at most 15-20 billion silver

C20 Kutum and PEN Blackstar off hand need to buffed to equal their value, because right now they dont at all. 

Why not add a set bonus for boss weapons/blackstar weapons similar to the armors?

Example:

2 boss weapons set bonus gives +20 accuracy

3 boss weapons gives +10% special attack

Blackstar weapons give the same as above with additional PvE stats:

BS 2 set bonus gives +10 monster ap

BS 3 set bonus gives +10 monster ap

this would make them more equal to their value and the only reason to use a green weapon would be if you want to specialize in an accuracy build, evasion, dr, etc.

Now go to the global lab and do your own tests and you will see that the table on garmoth.com is bullshit

I spent 1 hour doing tests with a friend a month ago and I redid solo tests the other day and at no time are green weapons superior to blackstar

When you connect to the global lab, you will see the npc in velia which sells almost all the armors/weapons/crystal etc, you take 1 yellow secondary weapon
now go to the blacksmith and extract the yellow stone from this weapon
go to heidel and buy the weapon of your screenshot from npc near the fountain and transform it to yellow pen c20

now go to any spot, for example the elvia spots near heidel, equip your character full AP monkey to be sure to exceed the garmoth.com """cap""" and have only 5% of damage that passes
don't forget food elix buff / crystals

To do your test well, take a single mob, and give it a back attack with critical hit (for double special damage)
Then do the same thing just with the black star and compare

Oddly, contrary to what this garmoth.com table says, you will do a lot more damage with the blackstar than with the green weapon with damage reduced by """95%""".

You can take the opportunity to do as many tests, just activate the option in the settings to display the damage otherwise it will be useless.

I either believe you or the tryhards (streamers included) who use that weapon in pve and PVP...

In PvP in a full AP monkey build the green AP offhand can be good at hardcap, since highend AP brackets are useless, so you get more damage from the 10% extra attack damage.

Tho in 1v1 nouver is still better due to the survivability it gives, tho you can only build defensively on FOTM classes, if you play a trash one, then you can't be really tanky.

Yup...trust bigandshiny who publishes his data transparently and takes months of his free time to test this shit, or trust forum-andy's anecdotal testimony without any data proof....

This is BDO guys, if anyone saying  that exploits or this offhand crap isn't real, he/she most likely using it and lying hes/her way so PA don't fix/balance it.

I second this. Claiming that it works a certain way and providing no proof whatsoever makes it anything but credible.

I just gave my opinion on my own tests (with mystic) and I clearly asked people to do their own tests on their side
I even typed a whole block to explain to people how to do the tests on the global lab
because the glab npc does not sell all the yellow weapons

People are free to foolishly believe the numbers of known random guy or to make their own tests

For PA, they don't need this kind of numbers, GMs can very well test on their own bug test server and check for themselves if it's true or false
that the blackstar is less good or better than the green weapon, they can also if they decide it, to go back to PA a suggestion of improvement of this weapon in both cases, nothing prevents them from doing it

if you don't have access to the glab, tell me and I'll stream it to you on discord and you tell me the tests you want to do, there's no problem for me

first of all, GL has diffirent numbers, your "testing" is already thrown out of the window

first off GL don't have different numbers, second those caps seen on garmoth was tested on GL, as you can't test it anywhere else anyway.
