The issue is there are AP caps everywhere. T1/2 NW and PvE. This makes going past the ap cap useless and is super easy to do. The green offhands with a reform stone give +10% special attack damage which is huge compared to AP past the caps. This makes boss wep/bs off hands useless and not worth the price

Are the blackstar offhands not supposed to be best in slot? Or kutum/ nouver?
it is because of amazingly thought out "capped" things in bdo without actually capping it properly.
Well I figured oh it's a blackstar item so it's gotta be best in slot. And sure enough I spent time on getting to PEN. But after switching off to a green offhand I now know it was a f waste of time getting one
I wouldn't say a complete waste if you got PEN BS offhand. That is, until PA properly addresses this issue. It makes absolutely zero sense, whatsoever, for a 25 bil item (c20 V green OH) to be objectively better in any PVE scenario than a freaking 140 bil item.

They are equalizing everyone in that area, no gear or enhancement treadmill required for everyone to enjoy it.
