That's the thing, they also implemented a feature that does exactly that (spawns monsters that one-shots stationary players grinding in the same spot), so the key input thing is just redundant and punishes literally everyone else.

And apparently it was not enough anyway, they went and added more penalties from the spook.

This change: Give it up already, it didn't work for what it was supposed to address (as predicted), but it has annoyed and interfered with everyone else.

Turn on continuous breezy sail this fixes your issue and you can just move your boat with mouse movement. 

And how does it help with horse riding?

Not every boat has that skill.

That they implemented this and didn't think about horse riding / sailing is just absolutely crazy to me. Hope they revert this nonsense or at least exclude riding/sailing from this..

I shall add my voice to the chorus: Please, for the love of Aal, remove this.

The horse movement and ship movement detriment is unacceptable.

And then I read Entropoid's comment mentioning the Herald's journal. Are the timed running quests even doable anymore with this?  I remember getting frustrated working up to be good enough at them without this "feature", this just sounds like a nightmare.
