Seems like last wednesday had a little surprise in it for us.
I wiped it and my game works normally...
Edit: Apparently nothing new, still... checking if it's a false positive once I get my hands on the file again.

Conclusion: Make of it what you will. Game works normally without it, always better to get rid of it. Personally if there is more than 1 flag of any serious anti virus, I get rid of those files asap
A quick Google search shows a Steam thread that says that process you've deleted is Black Desert's error reporting function.
PERS is the error reporting tool to gather logs and crash data from your client. It only works if you start it manually, and has existed since PA has taken over the publishing in NAEU. Not something that was only added this week. Dont worry about the file. Avira has given a false positive for it for a while. You can remove it from your system, it wont matter until you need to do an error report, e.g. if you have crashes. GMs will ask you to start this program to send them files.
