So have not got a dark Rift in over a week been spending my time on a Eliva server then last night went to a none Eliva server and one pop up last night while i was fishing.

So is it you do not get dark Rift if your not in a normal server?

Rift event over like ~2 week ago or so, so probably your schedule got  screwed. My rifts are fine, i'm staying on Elvia channels all the time

If you do your rifts all at once instead of when they pop, that tends to cause a dry spell for rifts.  IIRC rifts are 5-12 days for respawns started when the rift dies and each rift has it's own timer.

What would be the point of creating a different ruleset for rifts for particular servers.

Besides, if any newer player is wondering about this topic: the faster you close your rifts, the faster they come back.
