Yes, but they shouldn't. RMT will only end when PEN items will not be sellable. I mean you want to make a PEN, then do it yourself, seems fair to me.
But that would require a new server, to be fair to everyone. Otherwise people who got away with it will have huge advantage over those who must build their own PENs.

I would trade a PEN BS at any time for a set of PEN accessories, even if that means PEN Basi, Crescents and Ogre.
Cost to make PEN Dande C20 is the same so if you have the silver to buy it, you can also get your dande to C20. I am guessing that the only people who PreOrder PEN BS are the PvE people.
Only difference is that PEN BS looks badass with that bloody glow effect and makes you get 2% more loot because of the extra monster dmg that it gives. I remember staring at my PEN BS for 1 hour after I made it. But now, I would trade it back for the silver I invested in it, but that will never happen because the market is capped. Another flaw of the game. Dump 300b on a PEN BS and get back only 80b. If price would have increased, then a PEN BS would have costed way over 200b by now.

We will soon post more details about this situation on our website, but basically the trade of high grade weapon has been disabled in the Central Market as we discovered some users were using it in a non-intended way. While we investigate this situation we had to disable the trade of these items.

They are using it to pay their rent, and college tuition through real world money trade. It's apparent who is doing it. The enhancers buying out the market, enhancing to III, IV, and V then selling them for real world money. This has been going on for a good while now.
