There's an option in Settings that enables a few more slots to open up. find it in General > Quatlity of Life > Quick slot

If you want to enable disable more quickslots go to Esc - Settings(F10) - Edit UI(2)
There you'll be able to enable/disable as well as move around and set up all of your quickslot buttons as well as cooldowns.
Once enabled you can assign hotkeys for newly enabled quickslots in Esc - Settings(F10) - Interface Settings - Quick Slot Hotkeys
