I am very much interested in finding this NPC, and although I am "sure" that it is no longer in the game, I need to add the information to the above database.
Not actually sure whether the BDO-staff check these questions, or if it is only other players?

Bdocodex contain stuff also that isn't in the game or just on specific regions - from the Items that Shop keeper has and from the Commentary in that artical its an only Korean NPC or it was just for an Event - as example you can also find the Tweezers in Codex - the Data exist now for several years but that item never got into the game

Pretty sure thats the NPC that is used for the Cross-Server Siege events. The list of items he sells according to BDO codex fits pretty well with the list of items under "Items Available from the Event Server NPC" in this link: https://www.naeu.playblackdesert.com/en-US/News/Detail?groupContentNo=2587
So while the NPC is not named there, it is likely that this is the vendor. Which means the NPC does not exist on "normal" servers, only on the event servers for cross regional siege wars
