Update the Current War System

As a Guild Master of an XL guild I feel the current war system is in need of major improvements to protect guilds against unwanted wars. I as a GM along with my guild have just experienced nearly 6 months of a one sided war with a guild that did nothing but go out of their way to hunt our members down relentlessly, hopping servers, killing afk members and generally ruining overall gameplay.  Whilst we are a PvX guild that occassionally places on nodes and enjoys PvP, we are also a guild that has a good amount of PVE players. We enjoy NW's, dungeons, guild bosses and group content but all of this over these months of generating a brilliant hearty group of players has been tarnished by a war.

I understand if a war was two sided but when one side DOES NOT want a war and every avenue to difuse that war has been attempted to no avail there needs to be better protection for a guild that doesn't wish to fight whether they enjoy PVP or not because really a one sided war is nothing more than an invasion.

So here are my suggestions;

- CAP the time on a one sided war and bring in immunity for a set period of time to stop the redeclarations of war.
- Make the cost of a one sided war past one week a substantial amount of silver.

- Better protect players and investigate toxic reports of wars.

The correct answer and implementation has always been that you CAN NOT allow a one way declaration to remove all penalties for pking. 

This is game design 101 that should NEVER be broken for obvious reasons. It sounds like an update is finally going to address this, but this has been a stain on Pearl Abyss's performance as a company.

What Pearl Abyss did by failing to adhere to even the most basic concepts is allowing griefing, toxicity, and a way to BYPASS the entire Karma System. This system was so poorly design it essentialy allowed exploiting the game and remained for years.
