Somewhat similar to the War Dec system, but rather make it a precursor to the War Dec system.

A player should be allowed to issue a Vendetta against any other player, neither player are required to be in a guild.  This Vendetta is issued against a player's family not the player's guild.  If the 2 players are within 20 GS of each other at the time the Vendetta is issued there is a 20m silver cost to issue the vendetta, if the player issuing the Vendetta is more than 20 GS higher than the player they are placing the Vendetta on they must pay an additional 1m silver per GS point to issue the vendetta, this way if a 700 GS player issues a Vendetta against a 600 GS player they must pay 100m Silver per hour.

Once issuing the Vendetta it takes 5 minutes before the issuing player may attack the player they issued the vendetta against, however the player recieving the vendetta will be notified and is free to attack the other player with zero penalty.  The vendetta is good for 1 hour, and the silver fee must be paid again to maintain it or it cancels and subject of the Vendetta is immune to a new Vendetta from the same player for 24 hours.

Any one player can only issue 3 Vendettas a day, and may only have 1 running at a time.

The Subject of the Vendetta can make the vendetta mutual, meaning that it will go until 1 hour after either player cancels their vendetta at a zero silver cost upkeep.

Once a Vendetta is issued and running, if either or both players are in a Guild the respective Guilds would be notified and Officers of those guilds would be able to make further decisions.

The Subject of the Vendetta's guild can choose to defend that player regardless of if the first player was in a guild or not.  If the Subject of the vendetta's guild is defended, every player in the guild would be able to freely attack the player that issued the Vendetta, this would have the same function as making the vendetta personal and thus would cancel any silver upkeep, and would make the vendetta last until 1 or both sides cancel the Vendetta.

Should the player that issued the Vendetta's guild decide to assist that player with their Vendetta, the guild would take over any upkeep cost of the Vendetta via guild funds.

Should both guilds decide to back up the Vendetta and the subject of the Vendetta the conflict would be upgraded to a Mutual War and the War Dec system would take over.

Yes this would be a way to bypass the Karma system to an extent, however having to use your own silver to issue the Vendetta and the limit of 3 per day would help to discourage use of the Vendetta system to simply Grief other players.  The Silver cost would also help with the decision, do I issue a Vendetta against this player and spend my silver or try and find another way to solve a conflict.

This would help prevent guildless players abusing the hole in the Karma System, for sure.  I'm sure the exact specifics of this system would need to be fleshed out, but as an overall premise, hell yeah.

+1 to the moon and back.

Allow players to take agency over griefers.  Sicne the game won't do it, let us players do it ourselves!

This actually sounds like a good idea. Specifically for dealing with guildless griefers.

No that is not what I described.  but good try tho.  Also it seems that the Sherrif/bounty system is not coming in, it was supposed to go live almost a month ago.

The Vendetta system is specifically to deal with Griefers that are not in a guild to bypass mechanics to counter their behavior.

3 Vendettas a day is too much, unless it's limited to an 8 hour Cooldown.

As for the "Silver cost" just make it a flat 20m silver initially no need for the costs to be based on gear score, sure an upkeep based on GS would be fine however.  What is stopping the person issuing the Vendetta from dropping gear down as low as he can go before issuing it?  Heck I almost think that 20m initially would be too much, 5m initially and upkeep be 5m as well but has an extra 100k silver for GS difference.

Also "guild backing" seems like a way to grief, the issuer's guild should only be able to back their guy IF the subject backed their guy.

I would also add that If the subject swaps servers and is not on the server when it comes time to renew the vendetta it should automatically cancel, and if the issuer swaps servers the vendetta should cancel imediately to prevent people from following someone they have deced.

Make it cost the issuing player like 25m/hour for every 10 GS difference between the victim. That way if people want to bypass the karma system it'll cost them greatly. Plus it'll be great for these Devs. Because I know there are a bunch of bored Geared trolls would spend Billions to freely grief people. Which means some of them will just buy outfits from the Pearl Shop to sell for silver to continue their griefing. I see little issues with this.

Good idea, might need some small tweaks, but overall a good addition

What griefing?  What problem is this trying to solve?

What are your suggestions?

2.5m per GS per hour is too much.  You just want to be against a Vendetta System, because it would actually work to stop trolls.  If you had suggested 25m per GS to instantly flag with no Karma at an unlimited rate sure, but if it takes 10 minutes to go through and the person that recieves the Vendetta is informed that they have a Vendetta issued against them, 5 million would be more than fare when you are only allowed a set amount per week.
