So on the description for Celestial Horse's Spirit, it says "You cannot use 2 or more Celestial Horse Calling Horn (Permanent) at the same time."
Does this mean 1 per account or 1 per character.

per char, you can't have both trainer and celestial/ or celestial and celestial
