Until ocean combat is done reworked, I proposed some additional changes for pirates.

1. pirates lose the ability to whistle their boat if said owner's boat has taken damage from the last 30 seconds

2. pirates lose the ability to change their channel if said owner's boat has taken damage from the last 30 seconds

3. increase ceiling on the negative karma to 100 million

ocean combat is definitely not balanced lmao

gear matters WAY more

and you can easily cheese cuz cannonballs don't land instantly

also, the proposed changes do not affect duels, only actual griefers who kills afk and grief khan/after vell

It sounds like you just want to suppress pirates until they don't exist. 

Come up with a balanced Idea.

how is it not balanced? killing afks do not need to worry about repair cost, or change channels, only when they are losing

unless you mean it's only fair for pirates to have the upper hand at all times

I usualy try to fight pirates esp loli, and every fking single time, he will be at an extremely high traffic area with full hp

Honestly should just make naval pvp happen more often its by far the most balanced pvp ingame, other than nol you can even beat full blue ship with a green ship or galeass if the skill is there

pirates really love to take advantage of every little exploit they can find and comes up with every possible excuse to mask the fact that they enjoy griefing.

but because of how dead ocean contents are, along with older content, I wouldn't expect anything to change for a LONG time, we still got bugs from 2016 that haven't gotten fixed, "PLEASE TRY AGAIN", stuck on trying to get on the wheel, etc
