Since you can't get Real money back out of BDO by selling those items back to PA, no it is not gambling. Gambling only happens when you have a way to "cash out". BDO has no way of cashing out, thus not gambling.

Most people value their time, enhancing is gambling that time. Costume melting, is betting real world currancy to get more chances at a desired result, etc, etc this game has plenty of examples.

You mean like with RMT or account selling with the pricing determined by items you get with RNG ?
Based on your sole definition its then gambling.
I can understand fan will be fan and can even be highly dishonest to defend what they "like" but... 🙄

Not to mention that some cash shop items have been made unavailable in some countries by PA itself, for example when Belgium clearly said that lootboxes are illegal under Belgium gambling laws.
If there's no gambling in BDO, why did PA decide to remove some bundles or special offers? ^^

Account selling after "P2W"? It costs roughly $50,000 to get full pen and it takes almost 2 years via P2W, you can then turn around and sell that account for $2,000 to $4,000. That is not "Cashing out" by any sense of the word, there is no way possible to get more RL cash back than what you paid to get anything. As far as RMT that is done via piloting services, speed hackers, or a dishonest publisher like what was happening in the SA region for 2 years.

One can have Full PEN with less then $1000 bucks, and it can be done in the same time it takes to finish the quest line, if not less for a veteran. Second "cashing out" is irrelevent when it comes to gambling. You just made that up as well.

Belgium is full of stupid politicians and puritans. There are tons of "laws" in Belgium that are stupid, doesn't mean Belgium is correct in anything.
