You will see it in the tooltip that it's the non enchanted version tho.

Except if converted to Fallen God (read chest currently) the Fallen God piece retains the craft marker and no longer has a way to distinguish the piece from enhanced version.
And?
Are you having the wrong impression that the biggest part of a fallen good armor is the pen boss?

Make it so that the Pen items crafted via the new system do not have the craft marker enhanced versions do. They can't be sold and they are not the achievement that enhancing has. Enhanced boss gear should be prestigious.
Have you seen the requirements to make them? The craft marker should most certainly stay. 
If anything it should have a special glow effect for all the dedication it's going to take to make these instead of just "RNGESUS SHINED ON ME ONE DAY HUUUURRR"

To be fair this is how it should be. I wish MMOS in general would get away from the crutch that is RNG based gear enhancing and move more toward do a step, get a result, or pay an amount, get a result. Put in a fair amount of effort get the result instead of put in a fair amount of effort for a "house weighted" chance. Of course this would lead to them having to develop actual fun , exciting quality content if they want their game to survive instead of this soul crushing garbage that's rng based gear enchancement.

The timing of this is good, IMO. At this point of the game, most progression-focused vets, should be well past the base PEN mark. Heck, Caphra level 9 isn't anything special these days. So the timing is good, people who've been putting in the hours towards gear progression should be well beyond full base PEN in about 5-7 more months. I do like this as it gives players who need it direction and a sense of tangible and easily measurable progression toward a goal. Allows more players to play and experience more of the game, especially, PvP. This is good.
For the players who didn't need this kind of hand-hold and "do x, y, z" stuff from the game telling them what to do, they'll still be chasing C13+ on all slots and V accessories, and will still have the fruits of the labor becuase they'd still be way more geared. Nothing is taken away, IMO, if anything, stuff is added because this will widen the PvP scene and more people can enjoy the best content in the game :)

The timing is right, but not cause what you wrote here, but cause the competitor games are launching soon and PA is in panic mode now.
