PA introduced caps for nodewars, and several times explained very clear the purpose: new adventurers should be able to enjoy that content without having disadvantage.
The caps are currently "abused" by using high end gear in combination with Chimera Pupil and Kaia Necklace.
To be consequent in regards to the purpose of the caps, you should remove those quest items from the game. It's highly unfair to those new adventurers and a cheap bypass by geared players to be able to still outgear them, which is the exact opposite of why we have those caps in the first place.
I"m pretty sure the class balance issues make larger difference than a few percent extra damage.
They could also just cap special attack damage.
But I agree, these accessories only stand to confuse new players. The caps say one thing, but in reality you want to overshoot the caps by a lot in order to put on special attack accessories.

PA is walking the fine line between-
"you can use your own characters and your own gear for node wars, here you go! but there are some limitations..."
and
"Characters can only use node war gear! you can buy this gear at a new vendor! here you go!"
they should remove those accessories.
but in my opinion all capped content should get special gear sets for these specific nodewars/sieges which should be customized for specific clases on specific caps (so that even shais can participate).
these capped class sets when worn should enable a person to press YES on nodewar and if any part is reved they should automaticaly set participation to NO.
