I think yer reading entirely too much into it.

I'm assuming you're speaking of something like giving a voice acted character "We'll give this guy a *insert regional* accent, cuz why not?".

Nothing wrong with that. There's plenty of people who go to different countries and speak their language. Your lingua franca has a heavy emphasis on your accent when you speak in other languages. Thats just an obvious fact.

Its not racist at all to utilize accents in a story. For example, it could tell through the simple action "This person didn't grow up in this country" without having to state anything else. This means you can look at some of their actions/responses/values (at least in a well written story) in a different way.

It could also help create a real world link to a fictional territory so your brain can fill in associations to enrich the environement. In BDO, they use this with Mediah and Valencia, and draw real world parallels to several middle eastern countries with a heavy emphasis on the Arabic language. Mediah and Valencia have heavy inspiration taken from those areas of the world. It includes architecture, the aristocracy, weaponry, and armor/clothes. Utilizing these accents (Which are expected if you know even a little bit about these places) helps to enhance the region overall.

Finally, there is the use of accents to reinforce personality traits, typically via stereotypes. THIS bit could be done poorly, and come off as racist if you utilize negative stereotypes, but typically they utilize positive stereotypes from Western Media. Used effectively it helps build a character up while also allowing a single Voice Actor to be utilized multiple times throughout a world seamlessly.

A couple examples - A dimwitted character could use an accent thats long and drawn out, or mispronounce or misuse words. A scholarly/wise character could use a high british accent to convey their intelligence. A nature loving or artsy type could utilize a French or Norweigen accent. If you have a Pirate, you're prolly using the ARRR ME MATEY accent, popularized by Treasure Island.

Could also just be they appreciate the way the language is spoken with said accent.

Regardless, I think your line of thinking highlights a non issue in most cases.

A what time to be alive people go out an activly look for anything and everything that offend them and think it´s racist.  Oh no I did not find this funny becuse I got 0 sense of humor so for that fact it´s offensive and maybe racist.   

There is so much many jokes and bad steriotype about my country and yet you don´t see me complain about.  I have met people that  think we got polar bears and pinguins.  People think we are experts on meatballs when it fact first recorded recipe is from rome.  And people love to make fun of our lanuage even moves and TV shows made fun of it. 

And you know what I often laugh with them or I don´t give a shit.  Maybe becuse I hate my country and soon we will not have a culture to call our own becuse other culture have come in and started to ban out culture. 

But in all honesty even if the joke is bad no need to get on your high horse and get offended just skoff at it an move on.

There's something I've seen happen many times, so, at this point, I'm trying to understand if this bothers only me, or if it is really racist/offensive.

I'm Italian and this thing I'm about to describe happened in my mother tongue, but I think this can happen with every language. Now I'll explain.

It's fine using a language or an accent instead of English because we like it more and then use English subtitles to reach more people. Unless this is done with the specific purpose to offend the speakers of that language. However, I find offensive (even racist tbh) to use a language you don't know as "cool sound". I'll try to explain better.

Let's say you watch a video. The audio is in a foreign language and the subtitles are in English. Although, the voice acting is not matching the subtitles: the foreign language has been used as a sound effect by the author since they like very much how that foreign language sounds.

Now, there are many games where, to save money, the voice acting is made with funny or cute sounds. But they are just sounds or invented language. A very famous example is The Sims.

My question is: is it offensive to use a foreign language as a "cool sound effect"? To me it is. Even if the author didn't mean to be offensive. In fact, I'm criticizing the concept of the action itself. Not the author of such a thing.

What do you think? Would you feel offended if someone would do this with your mother tongue? Why?

I wouldn't be offended, it's not a prejudice. Like TezeB said, it's just bad humor.

A real prejudice would be if it affected my life in any way, like rejected at a job or anything else.

There's nothing here. And at some point, if everybody was that sensitive, I think we would all be scared of even dare to open our mouth and we'd ask ourselves "what if what I wanna say is something bad because someone will take it bad?"

As long as it's not an insult of it's not a prejudice in life, it's fine by me.
