In order to use it you need to "pick up" temporary buff from serendia elvia zone mobs. tl dr its  temporary skill only for serendia elvia when you have buff.

You have to pick up weapon buff that drops from mobs in elvia Serendia. This buff will unlock the use of the skill and will deal greater damage to Elvia mobs. This buff lasts 10 minutes. So even IF the weapon worked on other mobs, it would probably run out before you get somewhere to use it on :)

Ah so it's a skill that only works against mobs? Can't I drop all the buffs and things it takes to enable the skill and then use it in hypothetical pvp?

You could but the damage in pvp is bad, so there is absolutely no reason to use it there

The PvP damage reduction on the skill is extremely high. Also the only reason it does a lot of damage to mobs is the elvia weapon interaction. It is not a strong skill in pvp for any class. 

Sorry but if you wrote that the reduction of damage in PVP is high ? That is, if I activate the upgrade skill in PVP, and YOU try to perform a sequence of skills against me, what does 80% less damage correspond to? Is it true that your skills do practically no harm to my character or is 80% a bad value? 80% damage reduction in PvP means that if you use the skill in PvP, it deals 80% less damage to your opponent than the skill would deal in PvE. 

It does not mean that the opponent does less damage to you, it means you do less damage to the opponent. As 80% is a very high value in terms of PvP reduction, the skill is not good to use in PvP.
