I'm reaching a point where I have to pass the 280 AP. I am currently at: 275AP/350DP with Kutum.
My question is simple, it's a good idea to change my offhand KUTUM to NOUVER? I will then get 288AP/238DP (caphras included) and so I can go to 280AP areas that would allow me to make the Labreska Helmet and my Fallen God Armor...
I especially wonder if the 13 AP points that NOUVER's weapon will give me are preferable to the extra AP against monster +62 that KUTUM gives me. knowing that I get an AP bonus with nouver from 160 once to 288 AP while I currently have 142 with Kutum.

No. The kutum is more damage even when considering AP brackets. For PvE, you never want to use Nouver (past the 265-269 brackets that everyone nowadays jumps over) over kutum. The AP for spots are stated with kutum in mind so there is no point using nouver to "cheat the system". The spot AP is also not binding so you can already go there if you wish to, and try it out. It simply will usually not yet be efficient compared to other options
