After the recent 1k sp change some skills went from being optional to learned on level up. Some that we now have by default cannot be turned off. It used to be that I had saved skill specs for what I was doing at the time: bosses, pve, or pvp. I didn't buy every skill for the class even if I had the points for it. While looking around here I noticed people asking for specific things to be able to be turned off, so why not just be able to lock every skill? This would allow for more playstyle customization.
Some examples of hinderances that I used to not put points into:
DK: Grip of Grudge, this tends to fire off when I'm trying to go from sprinting to twilight dash too quickly. If I remember right this used to not be lockable and so I had to unspec this skill.
Ranger: Flow: Air Explosion Shot, this skill tends to interrupt movement when I'm tring to get away from something. For example a boss' wide area attack that you have to escape from. I used to never put points into this skill and now it is learned at level 20 and is not lockable.
I'm sure there are more examples of this for other classes that I haven't played as much to notice.

While I agree on the premise, this is wrong. Grip of Grudge has always been able to be locked.
A skill that was previously unskilled that can now no longer be, and also cannot be locked for DK is Halluzination Trap. This one heavily interferes with especially the Awakening spec, and many players used to unskill it in Awa in order to not run into issues in PvP. I believe there also is a seperate post on that topic already.
In general though, yes, all skills should be lockable

by same premise, all skills that are lockable should be hotkeyable.
IDK about your skills, but there are some skills that I could just unlearn before and be done with it even without locking.
Now with the new SP system - we get the skills learned either we want or not. We definlitely need to be able to lock any skill we want to.
