Actually PA probably won't do anything about it since they already put this protection level limit of 49.
Problem is that this limit has been outdated for many years. I haven't been playing since the premiere, but in the past BDO probably ended at lvl 50 and the territory of Calpheon.
If there is PvE griefing, that is the cost of it, if not, even better.
This is not griefing but kill (mobs) stealing. And it results only from the bad design of the game that has never been designed for the party.
This problem is practically non-existent eg. in New World. Everyone who hits the mob has their own loot, meaning that each player helps us.
Some people mistakenly say that pve channels do not make sense because it will be like on seasonal channels. Wrong. The problem with seasonal channels is that there are only 4, while the general channels are 36. It's logical that 4 channels will not accommodate players from 36 channels. This is also the reason why a lot of people don't play on season channels. I don't play myself, although I do all the seasonal challenges and I have tuvala pen weapons and armor. But in the first seasons I played on seasonal channels and saw no problem with other players playing next to me.
For me rule is simple: there are mobs, I kill them, mobs are not private property. Of course, I does not attack mobs that are already being attacked by another player. But the group of mobs next to this player are not his.
So who's toxic here? Me or a person who wants all the mobs for themselves?
You fear pve only channels like the devil of holy water. Why?
We all know the answer: because they will be popular and crowded.
And this will force the PA to increase their amount.
But it will also prove how many people want them and few people care about pvp.

You're a griefer because you like to antagonize people. You want PvE servers because you got repercussions. World doesnt revolve around you

I feel like this idea is more geared towards AFK or Semi-AFK Lifeskills than active Lifeskills? I find myself swapping through home servers during peak hours in some of the better gathering/hunting locations and I feel like I'd just end up using normal servers for those anyway.
Bartering would benefit as people can freely AFK around the bay with zero worry, but if you wanted to go to Crocs or Lek, it may be contested. Horse training could be taken out of cities, yes, but there are places fully within Safe Zones in LoML that are perfect for training. I've even swapped to Elvia while in cities to train, you remove all NPC's that you run into and can still maintain your safe paths.
I am not a PVP'er, nor do I grind much and your free to look at my profile for proof of that, so you can understand where my opinion comes from.
We may not even get those changes that KR got, they've had PVP related changes such as a quest to remove a war dec that still doesn't exist in NA/EU, even before the two-sided dec system was implemented.
