Current Mechanic:
Quests appear under Recurring Quests through Black Spirit. There are multiple categories of quests, 2 of them being a one-per-category quest.
Issues:
It is tedious and annoying to swap to a character that holds all the scroll pieces
The availability of scroll quests is tied to character quest completion, not family quest completion
Inventory is cluttered with scroll pieces
The process of completing the quests is mundane (accept 2 quests>turn in 2 quests>repeat)
Solution:
Move quest acquisition to reward tab. If your family has completed the necessary quests, a reward will appear if you have logged in that day/week. These rewards will accumulate like they do for the value pack loot scroll daily reward.
Example:
I log in 5 days of the week.
I should see 5 [Special I] quests and be able to select giath, bheg, red nose, etc.
I should see 1 [Special II] quest and be able to select between hexe, dim tree, or muskan.
And so on...

You can drop them (no all but you can) but ... ratio is so low that there is practically no chance of dropping it.
Well, it's pretty important that you be able to do the actual quests when you don't have the knowledge for these bosses, because then it's possible to delete their knowledge and redo those quests for a chance to get it to S. So, simply replacing the quests with the challenge tab would definitely be a problem. And I suspect that the way that the game is set up, it's not going to be particularly straightforward to make it so that the scrolls show up in your challenge tab if you have the knowledge and require the quest if you don't. However, if PA can do that, personally, I'm fine with it. I just don't want to see the quests for these scrolls when you don't have the knowledge go away, because it's an important tool for getting these bosses to S.
